11Introduction
The Business Excellence niche standard for People enables NJC to adopt a total approach in managing people and our processes to achieve the Vision, Mission and Values of the college. Senior leadership is personally involved in communicating and reinforcing the organisation’s strategic priorities, values and mission and vision to the Staff. In the area of planning, the HR strategic objectives are aligned with the organisation’s objective, strategies & goals.

Key Success Factors
The human resource plans are regularly reviewed to ensure that staff strength is at the optimal level. The RICE Approach implemented in 2007 has been enhanced over the years to bridge the gaps between the current culture and desired culture. NJC has adopted the “Balanced Scorecard” to support its strategic planning process.

The communication platforms include the annual staff seminar, college events and induction programmes while the reinforcement platforms include the dialogue sessions, staff quarterly review and EAS seminar. There are various mechanisms to engage staff – e.g. IDEAS Bank, Staff Notice Boards, Staff Contact Sessions and the Knowledge Management Systems.

NJC leverages on MOE’s Innovation Protocol to encourage innovation within the organization. There is a structured Learning Needs Analysis Framework to ensure continuous learning for staff. There are various schemes to recognise staff contribution to NJC and the community, including the Values Award, Annual School Awards, Caring Teachers Award and Outstanding Contribution Award.

12Introduction
National Junior College (NJC) is committed to forging strong partnerships, locally and globally. Our stakeholders and partners shared our beliefs to create extensive opportunities and provide strong support for the holistic development of our students who would be the future leaders of tomorrow.

The Principal sets the direction for establishing a positive collaborative culture with our key partners. The College’s guiding principles are based on its set values and guides how the college engages its partners in key College programmes from strengthening student character development to enhancing co-curricular activities.

Key Success Factors
Besides forging strong partnership with existing SAC/ Alumni, PArents-in-ACTion group and parents, NJC has also formed close partnership with external organisations and individuals.

The partnering framework and processes have enabled the College to identify strategically long-term partners and ad-hoc short-term partners. With a decentralized partnership system, various Points-of-Contact (POC) are deployed for the various partners segments to form strong relationships. The nature of partnerships and partner impact are two key criteria that the College uses to evaluate new and existing partnerships in the school.

The College considers a successful strategic alliance with partners when both organizations are able to achieve a win-win situation which is sustainable and mutually beneficial. To recognize this alliance, the College signs Memorandums of Understanding with strategic partners and recognises the partners’ contribution annually through the NJC Partner Awards during College Day.

Background of Award
The biennial PARTNERS Award, which was instituted in 2002, is presented by COMPASS to recognise efforts made by schools in promoting and strengthening collaborative partnerships with their stakeholders such as parents, the alumni, School Advisory Committee/School Management Committee (SAC/SMC), community groups and business organisations.

PARTNERS (Outstanding) Award is given to schools with excellent efforts and commitment in collaboration.
